In which of these circumstances are you obliged to change from the beam headlights to low beam?

aWhen approaching a pedestrian going in the same direction.
bWhen approaching a vehicle coming from a transverse road.
cWhen approaching a moving vehicle in front of you and there is a possibility of blinding the driver.
Why?
You must switch from main beam to dipped headlights when approaching a vehicle ahead if you could dazzle its driver, including through the mirrors. The picture shows a car travelling in the same direction, to which this rule would apply when using main beam. Merely approaching an individual pedestrian or a vehicle on a crossing road does not establish the specific duty described in C. However, you must never use main beam in a way that dazzles other drivers.
