Why?
The D-9 motorway sign in the picture marks a road where an ordinary passenger car must not tow another vehicle. An exception allows vehicles intended for towing to tow as far as the nearest exit or motorway service area. Neither a short distance nor a speed of 20 km/h makes this exception available to an ordinary car.
