Should you in all situations stop before the sign "giving priority to vehicles approaching from the opposite direction"?

Why?

The B-31 sign before the narrow passage under the bridge gives priority to oncoming traffic, but does not require you to stop every time. You must wait before the narrowing if entering would force a driver already in it or approaching from the opposite direction to stop. If you can pass without that conflict, the sign itself does not require a stop.
