Does the visible sign indicate that vehicles with a height (including cargo) greater than 3 metres are prohibited from traffic?

Why?

The B-16 sign displaying 3.0 m before the arch prohibits entry by vehicles taller than 3 metres. The limit applies to the vehicle's total height, including its load and anything carried on the roof.
