In this situation, can you turn right without stopping before the signalling device?

Why?

The video shows a green arrow beside a red light, allowing a conditional right turn. You must come to a complete stop at the marked stop line before the signal; slowing down is not enough. You may then turn only if you will not obstruct other road users.
