Can you begin an overtaking manoeuvre under the flyover?

Why?

Passing under an overpass does not itself prohibit overtaking. In the video, the lanes travelling in the same direction are separated by a broken line, which allows lane changes. Before starting, check visibility, available space and the intentions of drivers ahead and behind.
