Why?

This receipt authorises you to drive for 24 hours from the moment your Polish licence is retained. That means a full 24-hour period, not merely until the end of the day. Twelve hours does not apply here, while 72 hours applies to the special case of a foreign-issued licence held by someone who does not reside in Poland.
