Are you allowed in this situation to turn right despite the light displayed?

Why?

The crossing patrol is displaying a STOP paddle while a pedestrian crosses the road. The stop instruction also applies if you intend to turn right, so you must stop before the crossing and wait until you are allowed to proceed.
