Can you start overtaking in this situation?

Why?

The vehicle with a flag ahead is approaching a pedestrian crossing, identified by zebra stripes and a D-6 sign. You must not start overtaking because the manoeuvre is prohibited on an uncontrolled crossing and immediately before it. The other vehicle’s low speed does not create an exception.
