Are you obliged to stop your vehicle before the STOP sign when approaching a level crossing in the presented situation?

Why?

The B-20 STOP sign requires you to stop before the railway crossing, but not at the sign itself, which stands further back in the image. Stop before the stop line or, if there is none, before the Saint Andrew’s cross where you can check for approaching trains. “No” refers to where you must stop, not whether stopping is required.
