When approaching a level crossing, are you required to adjust your speed according to changing conditions?

Why?

When approaching a level crossing, you must adjust your speed to the conditions and remain able to stop safely. The frames show a wet road, raindrops on the windscreen and other vehicles, so you must account for grip, visibility and following distance. Raised barriers do not remove this duty.
