Does this sign indicate the obligation to yield to a vehicle approaching from the left at an intersection?

Why?

The D-48 change-of-priority sign shown contains the A-5 symbol, warning that equal-priority junction rules are being introduced. Under those rules, you give way to traffic from the right, so approaching from the left does not itself give a vehicle priority.
