Does the sign placed on the right roadway mean "no traffic" in both directions?

Why?

The right-hand carriageway has a B-1 sign, a white disc with a red border, meaning no traffic in either direction. Vehicles must not travel in either direction along the section covered by the restriction. This sign may be placed directly on the carriageway.
