In the pictured scenario, are you allowed to overtake the vehicle while crossing the tram tracks?

Why?

The video shows tram tracks crossing the carriageway where traffic is controlled by lights. The ban on overtaking at tram crossings does not apply at a controlled crossing like this. You must still take extra care and make sure the manoeuvre is safe.
