In an area designated in this manner, is the rider of an electric scooter entitled to occupy the full width of the roadway?

Why?

Sign D-40 marks a residential zone, but it does not entitle an electric scooter rider to move freely across the full width of the road. An electric scooter is a vehicle, not a non-motorised movement aid. The full-width entitlement applies here to pedestrians and people using aids such as roller skates.
