Are you allowed to stop the vehicle for 1 minute beyond this sign?

Why?

The B-36 “No stopping” sign prohibits voluntary stops on this side of the road, even for a few seconds. It does not prohibit stopping when traffic conditions or rules require it, such as at a red light. The tow-truck plate warns that a vehicle left there will be removed at the owner's expense.
