Can you drive your vehicle in such conditions with the fog lights switched on?

Why?

The video shows night driving with clear air, so darkness alone does not justify using fog lights. Front fog lights may be used when atmospheric visibility is reduced, or from dusk to dawn on a winding road marked with appropriate signs even when the air is clear. Rear fog lights may be used only when reduced atmospheric visibility limits the view to less than 50 m. The situation shown does not justify switching them on.
