Are you allowed to stop directly beyond this level crossing to drop off a passenger?

Why?

The image shows a railway crossing with tracks and a raised barrier. Stopping is prohibited on the crossing and within 10 metres of it, on either side. This also applies to a brief stop to let a passenger out.
