Can you pass the stationary obstacle by using the part of the road intended only for the oncoming vehicles?

Why?

The roadworks vehicle occupies your lane, and the red-and-white chevrons direct you past it on the left. With the work area marked as shown, you may use the oncoming side of the road to pass the obstruction, leaving safe clearance. Check for oncoming traffic first and let approaching vehicles pass if necessary.
