When passing the presented vehicle are you obliged to exercise particular caution?

Why?

Yes, every overtaking manoeuvre requires particular caution and a safe passing distance. The car in the video has a blue plate with a white L, identifying a vehicle used for driving lessons or a driving test. A separate rule also expressly requires particular caution when passing such a vehicle.
