Are you allowed to stop the vehicle on the hard shoulder in this situation?

Why?

The right-hand edge of the carriageway is marked by a broken line, which you may cross to reach the shoulder. The stopping restriction alongside this type of line applies to the carriageway, not the shoulder. You may therefore stop on the right-hand shoulder here, provided your vehicle is clearly visible and does not create danger or obstruct traffic.
