You intend to turn left. Are you obliged to yield the right of way to the vehicle approaching from the left?

Why?

Yes, the D-41 “End of residential zone” sign visible on the right means you are leaving that zone. This counts as joining traffic, so you must give way to other road users, including the vehicle approaching from your left. The priority-to-the-right rule does not give you priority here.
