Are you allowed in this situation to overtake the vehicle and then change lanes, if you want to leave the highway at the nearest exit?

Why?

Planning to leave the motorway does not prevent you from first overtaking the vehicle in the right-hand lane. The sign shows that the exit is 3,000 m ahead. You may overtake if you keep a safe distance and have enough time to change lanes safely before the exit, signalling and giving way to traffic already in the lane you are entering.
