Does this sign warn you of a place where two-way traffic begins?

Why?

The A-20 two-way traffic warning signs on both sides of the carriageway warn that two-way traffic begins ahead. The two arrows pointing in opposite directions mean you should expect oncoming vehicles on the same carriageway further along.
