Is it justifiable to decrease the speed when passing in this situation?

Why?

People are standing beside the parked cars, and a door is open on the traffic side. When passing stationary vehicles or obstacles, you must leave safe clearance and slow down if necessary. Here, slowing down gives you more time to react if someone steps further into the road.
