What speed must you drive on a motorway?

aAt least 40 km/h.
bAt least 60 km/h.
cA speed which does not cause an obstacle for other drivers, but not exceeding the maximum speed limit.
Why?
The D-9 signs identify a motorway, where you must drive at a safe speed without obstructing other drivers or exceeding the speed limit. There is no general minimum driving speed of 40 or 60 km/h. The 40 km/h requirement concerns the vehicle’s ability to reach that speed on a flat, level road, not an obligation to maintain it at all times.
