Does the first sign you see here tell you to drive with a speed of up to 50 km/h?

Why?

The green E-17a sign displaying “Majdan Nowy” marks the entrance to the locality. This sign alone does not impose a 50 km/h limit because it does not mark the start of a built-up area. A built-up area begins at the D-42 sign showing a black silhouette of buildings on a white background.
