Does this road marking allow you to make a U-turn?

Why?

The P-8b arrow shown indicates a left turn from the leftmost lane. This arrow also permits a U-turn unless other rules or signs prohibit it. For example, you cannot make a U-turn where there is a B-23 no-U-turn sign or a directional traffic signal allowing only a left turn.
