If you enter a road from a car park, should you give the right of way to vehicles travelling on the road?

Why?

Leaving a parking area to enter the carriageway counts as joining traffic. The video shows vehicles travelling along the road beside the parked cars, so you must give way to them. Pull out only when doing so will not force their drivers to change lanes or significantly change speed.
