Why?

The officer is standing side-on to you and allowing traffic to proceed, while the pedestrian waiting on the right is prohibited from entering the road. In this situation, you have priority over that pedestrian even when turning right. The officer’s signals apply to pedestrians too and take precedence over the general traffic rules.
