Can you use daytime lights while driving after dusk on a well-lit road?

Why?

The video shows you driving after dusk, even though streetlights illuminate the road. Daytime running lights may replace dipped headlights only between dawn and dusk in clear visibility. You must use dipped headlights in this situation.
