Why?

The video shows fog reducing visibility of the road and oncoming vehicles. Daytime running lights may replace dipped headlights only between dawn and dusk when visibility is not reduced by weather or other atmospheric conditions. Here, you must use dipped headlights, front fog lights, or both together.
