Why?

The picture shows a D-52 traffic zone sign and a 30 km/h speed limit. Normal priority rules apply in a traffic zone, so pedestrians do not have priority everywhere and in every situation. You must give way to a pedestrian who is on or entering a pedestrian crossing, for example.
