Do psychoactive substances (such as "speed") affect the ability of safe driving in even the most experienced drivers?

Why?

Psychoactive substances, including so-called designer drugs, can impair perception, judgement and the responses needed for safe driving. Even extensive driving experience does not protect against their effects. The bags of tablets and capsules in the photo illustrate the topic, but their appearance cannot tell you how the contents will affect someone.
