Does this crosswise dashed line indicate the place for conditional stopping of the vehicle?

Why?

The white rectangles across the lane form marking P-14, a conditional stop line. They show where to stop when the traffic situation requires it, for example when you need to give way. The marking alone does not require you to stop every time.
