How should low-beam lights be aimed in a motor vehicle?

aIn such a way as to light the road 30 m ahead of the vehicle.
bIn such a way that they symmetrically light the whole road.
cIn such a way that they light the road asymmetrically.
Why?
Dipped headlights must produce an asymmetric beam reaching farther on the right, illuminating the roadside without dazzling oncoming drivers. The picture shows illuminated headlights, but not their beam pattern on the road. A range of only 30 m is insufficient; at least 40 m is required in clear air.
