Are you allowed to switch on emergency lights when you are driving a hauled vehicle?

Why?

The visible tow rope connects your car to the towing vehicle. Under Polish rules, you must not use hazard warning lights while being towed, because they make turn signals harder to interpret. The towed car is marked with a warning triangle at the rear left, and its position lights must also be switched on when visibility is insufficient.
