Is turning on the warning lights permissible on the towing car?

Why?

The button with the red triangle activates the hazard warning lights, which must not be used to indicate towing. The towing vehicle must have its dipped headlights on, even in good visibility. Hazard lights would make turn signals harder to interpret.
