Are you permitted to enter the level crossing while the barrier is being lifted by the railway worker?

Why?

You must not enter the crossing until the barriers have finished rising. In the picture, the barrier is still at an angle and is not fully raised. A railway employee raising it does not, by itself, give you permission to enter.
