Should you make sure that no rail vehicle is approaching before entering onto the rail tracks?

Why?

Before entering the tracks, you must always check that no train or other rail vehicle is approaching. The raised barrier shown does not remove this duty, and the B-20 stop sign also requires you to stop before the crossing.
