In this situation, does the vertical sign "stopping prohibited" apply also to a soft shoulder?

Why?

The B-36 “No stopping” sign on the right also applies to the unpaved shoulder on that side of the road. The upward arrow plate marks the start of the restriction, so pulling off the asphalt beyond the sign does not allow you to stop voluntarily. The restriction does not apply to stops required by traffic conditions or traffic rules.
