Is it permitted in the presented situation to overtake the vehicle visible?

Why?

The light is green, and traffic at both the junction and the pedestrian crossing is controlled by traffic lights. Overtaking is permitted at these controlled locations, so you may overtake the car in the right-hand lane. You must still take extra care and maintain a safe passing distance.
