Is it allowed beyond this sign to overtake a cyclist?

Why?

The A-25 falling rocks sign warns of rocks falling onto the road or lying on it. The sign itself does not prohibit overtaking a cyclist. You may overtake if visibility and space are sufficient, taking particular care and leaving a safe passing distance of at least 1 metre.
