Are you allowed to leave the scene of the accident because you believe that the perpetrator of the accident will give first aid to the injured person?

Why?

The injured person is lying on the road beside the car. As a witness, you must ensure emergency services are called and help as far as you can without endangering yourself or others. You cannot simply leave because you assume the person responsible will help.
