If you're involved in a car accident, are you obliged to provide your personal details at the request of the second party involved in the same accident?

Why?

You must provide your personal details if another person involved in the accident requests them, regardless of who caused it. You must also provide details of the vehicle's owner or keeper and its compulsory third-party liability insurer. The presence of the police and an ambulance in the photograph does not remove this obligation.
