When must you switch high-beam lights to low-beam lights?

aWhen another car approaches from the opposite direction.
bWhen it starts to rain.
cWhen you enter a built-up area.

Why?

When an oncoming vehicle approaches, switch from high beams to dipped headlights to avoid dazzling its driver. Rain starting or entering a built-up area does not automatically require this switch. Visibility conditions and whether the road is lit also matter.
