When must you switch high-beam lights to low-beam lights?

aAlways when you see the car in front of you.
bAlways when there is a possibility of blinding the driver of the car in front of you.
cAlways when you see a single pedestrian on the road.

Why?

Switch to dipped headlights whenever your high beams could dazzle the driver ahead, including through their mirrors. Merely seeing a distant vehicle does not trigger this requirement. Seeing an individual pedestrian does not create an unconditional requirement to switch either, but you must still protect their safety.
