How many persons, including yourself, can you transport when you drive a passenger car?

aAs many persons as the number of seats specified on the registration card plus one child aged up to 3.
bAs many persons as the number of seats specified on the registration card plus one child aged up to 7.
cAs many persons as the number of seats specified on the registration card.
Why?
The total number of people in the car, including the driver, must not exceed the number of seats recorded in the vehicle registration certificate. Every child counts as a person regardless of age, so neither option allowing an extra child is correct. The front seats and rear bench shown in the photo do not replace checking the authorised seating capacity in the document.
