Can you transport a preschooler on the lap of an adult person?

Why?
A preschool child must not travel on an adult’s lap, including on the rear seat shown in the picture. The child should have their own place and, as a general rule, use a child seat or another approved restraint suited to their height and weight. Sitting in the back, having the adult wear a seat belt, or sharing one belt does not properly secure the child.
