Can you transport an infant on the lap of an adult person?

Why?
An infant must not travel on an adult’s lap, even on the rear seat shown in the picture. The infant must be secured in a child seat or another approved restraint suitable for their height and weight. The adult’s seat belt protects the adult, not the baby they are holding, so neither wearing that belt nor sitting in the back makes B or C correct.
